About the Job

The first assignment is to develop a practical and evidence-based resource leveraging strategy that supports coordinated and sustainable financing of sanitation and water infrastructure. The strategy will contribute to trachoma elimination goals in Oromia and nationally by addressing financing gaps through alignment of multiple funding streams and stakeholder priorities.

The second assignment is to develop a practical and structured accountability framework for integrated WASH and NTD programming through desktop review and key stakeholder consultations. The framework will guide the donor, government institutions, NGO partners, health workers, and communities toward coordinated implementation, joint monitoring, and sustained impact.

The strategy and accountability framework will identify resource mobilization and partnership opportunities, map alignment with government and donor priorities, and recommend coordination mechanisms that enhance efficiency, integration, and sustainability. They will also review existing WASH and NTD policies and coordination arrangements, identify institutional mandates and accountability gaps, define stakeholder roles and reporting mechanisms, and propose monitoring and review systems to institutionalize accountability.

About You

Proven experience in practical and evidence-based resource leveraging strategy. Experiencesin developing practical and structured accountability framework, particularly within the Ethiopian WASH sector. In-depth knowledge of integrated WASH and NTD programming, TSEDU, OWNP and social inclusion (GESI) in WASH sector. Very good knowledge and experience in evaluation, research and developing policy paper and methodologies – quantitative, qualitative and mixed approach.

Demonstrates a clear understanding of the assignment’s objectives and scope. The proposed methodology is sound, and the work plan is clear, detailed, and logical.

The proposed team is multi-disciplinary and possesses the required technical expertise to cover all facets of the assignment. CVs of the proposed team members clearly demonstrate the necessary experience. Summary page showing team expertise and specific responsibility in the assignment.
