Terms of Reference (ToR) for conducting an external evaluation of the project:
“Protection against GBV with a Focus on Mental Health and Post-Conflict Trauma for Displaced/Returned Women and Girls in Amhara, Ethiopia“

The purpose of these terms of reference (ToR) is to establish the content and conditions of the service that Farmacéuticos Mundi must contract for the final external evaluation of the project “Protection against GBV with a Focus on Mental Health and Post-Conflict Trauma for Displaced/Returned Women and Girls in Amhara, Ethiopia” implemented by its local partner Woman Empowerment – Action (We-Action) and funded by AECID. This final external evaluation will be carried out by a local evaluation team/company. This final external evaluation is promoted by AECID and Farmamundi.
Farmamundi implements its humanitarian projects through local partners as part of its local capacity building strategy. Farmamundi and WE-Action, its local implementing partner, are responsible for ensuring that the training process takes place as planned. They will lead and direct the design of the training, coordinating and overseeing its progress, development and quality. WE-Action is responsible to facilitate the communication with the relevant focal point in Waghimra and North Wollo in the interest of a smooth communication, coordination of activities and the monitoring of the security situation in the region. They are responsible for facilitating the prompt elaboration of the agreement contract with the consultancy and the payments in the modality foreseen in this ToR.
About You
We encourage local evaluation teams to apply a gender approach in order to promote equal access for women and men. In addition, the evaluation team should demonstrate prior experience working with survivors of Sexual and Gender-Based Violence (SGBV), including the application of survivor-centred, ethical and do no harm approaches, particularly in contexts affected by conflict and displacement. The evaluation team/firm interested in this proposal shall indicate the number of team/firm members, the functions of each member, and the name of the person who will act as evaluation coordinator and assume final responsibility for the work provided.
