Description of key roles & responsibilities
Summary of key functions/accountabilities:
1. Generate and utilize assessments, data, and evidence to inform the design, measurement, and monitoring of SBC programs and outcomes in both development and emergency contexts and to build the evidence base for SBC.
2. Design, plan, and implement SBC activities that are backed by social and behavioral evidence and strong engagement and participation mechanisms in both development and humanitarian contexts.
3. Support the operationalization of SBC in the provincial office by advocating for SBC, planning and managing resources, coordinating across stakeholders, sectors, and teams, and partnership building.
4. Promote continuous learning, strengthening, and scaling up of SBC for both development and humanitarian contexts through capacity building for I agine1day staff, volunteers, and partners.
- Generate and utilize different resources, assessments, data, and evidence to inform the design, measurement, and monitoring of SBC programs and outcomes in both development and emergency contexts and to build the evidence base for SBC.
• In collaboration with sectoral and cross-sectoral staff, relevant government officers and other partners, design, implement, and/or participate in SBC situation analyses and formative assessments that identify social and behavioral drivers.
• Assist in the establishment of community feedback mechanisms and use feedback to inform community engagement and SBC actions for disaster preparedness, response, recovery, and resilience.
• Contribute to terms of reference, assessment tools, frameworks, and protocols for generating evidence to inform SBC initiatives and apply tools, methodologies, and frameworks for data collection, tracking, monitoring and reporting, and disseminating SBC results.
- Design, plan, and implement SBC activities that are backed by social and behavioral evidence and strong engagement and participation mechanisms in both development and humanitarian contexts.
• In collaboration/consultation with regional, zonal, and sectoral offices and implementing partners, select appropriate SBC strategies, activities, and platforms for engagement, ensuring quality and integration of the latest evidence and science-backed approaches. In this process, oversee coordination with SBC stakeholders and partners to align plans and activities.
• Apply the above skills of designing, planning, implementing, and monitoring community engagement and SBC interventions in the context of humanitarian emergencies.
- Support the operationalization of SBC in the provincial office by advocating for SBC, planning and managing resources, coordinating across stakeholders, sectors, and teams, and building alliances and partnerships.
• Support the rollout of imagine 1-day provincial work against project agreements with relevant partners; represent the imagine1day Country Office and SBC Section in national, and regional level fora and among partners as relevant and necessary.
• Plan, use and regularly track the use of resources and verify compliance with organizational guidelines and standards.
• Identify and contribute to the development of mechanisms to strengthen systems for community engagement and SBC in humanitarian contexts.
• Advocate for the inclusion of community engagement and social and behavioral approaches in sectoral work plans based on active participation in sectoral program planning and reviews and viable recommendations for the integration of SBC. Advocate internally and externally for integration of SBC in national systems, in the country program, and in sectoral plans.
• Coordinate with stakeholders and partners for the implementation of community engagement and SBC in humanitarian actions.
- Promote continuous learning, strengthening, and scaling up in SBC for both development and humanitarian contexts through capacity building for imagine1daystaff, volunteers, partners, and implementers.
• Identify, design, and/or organize SBC training materials and opportunities for staff and partners, including new approaches such as behavioral analysis and monitoring, behavioral insights, human-centered design, social listening, and social accountability mechanisms.
• Contribute to the development of best/good practices, facilitate the exchange of experiences, and provide technical assistance for the uptake of new SBC methods and knowledge internally and externally.
- Identify and contribute to the development of mechanisms to strengthen systems for community engagement and SBC in humanitarian contexts.
- Developing strategies: Using behavior change theories and social norms approaches to develop strategies that achieve SBCC project goals
- Providing technical assistance: Providing technical assistance for the design, implementation, monitoring, and evaluation of SBCC strategies
- Building capacity: Building the capacity of partners and frontline workers in SBCC
- Supporting operationalization: Supporting the operationalization of SBC by advocating for it, planning and managing resources, and coordinating across stakeholders
- Developing and testing approaches: Developing and piloting test SBCC approaches, materials, and tools
- Communicating initiatives: Communicating the organization’s initiatives through presentations and representation at meetings and conferences
SBC Officer (Joint Programme Coordinator)
A. Applied behavioral science
i. Conduct desk review and rapid evidence mapping of existing best practices, challenges, and customs in local governance and existing community feedback and other accountability mechanisms in the JP project areas.
ii. Conduct additional data collection for key priority assessment tools using community-led, interactive, culturally sensitive methodologies (e.g. community dialogues, school mini media, School gender and environment clubs, and community-based groups).
iii. Develop and maintain community-driven/participatory conflict analysis with integrated social network analysis to inform SBC approaches.
B. Community engagement
i. Map and manage community feedback mechanisms and use feedback to inform community engagement and SBC actions for Joint Programme Outcomes (focused on governance and community engagement). Generate and use SBC evidence, data, and assessments for disaster preparedness, response, recovery, and resilience.
ii. Map, strengthen, and establish or further develop community early warning systems jointly owned by local government and communities that (1) identify and monitor conflict causes, triggers, and dynamics, and (2) dovetail with existing community feedback mechanisms.
C. Social and Behavior Change Communication
i. Promote awareness and uptake of community feedback mechanisms and dispute resolution tools by supporting the development, testing, production, distribution and dissemination of new and existing SBCC materials for tailored and focused audience reach and behavioral impact.
D. Coordination and advocacy
i. Engage local government and community stakeholders to address social norms/behaviors on key social cohesion themes including (1) trust and interdependence (2) inclusive decision-making and (3) how to conduct social dialogues, (4) conflict analysis and mapping.
ii. Support the identification, building and maintenance of partnerships through networking and proactive collaboration with strategic partners, e.g. government, NGO/CSO/CBOs, academia, social networks, celebrities, journalists, media, and private sector, at all sectors/levels of society and critical audience to reinforce cooperation and/or pursue opportunities for SBC advocacy to increase community confidence and acceptance of key vaccines.
iii. Prepare presentations/advocacy activities with/for a wide range of constituents, stakeholders, partners, and communities to encourage/promote engagement and dialogue, inclusion, and participation in SBC activities
iv. Guide and coordinate with Field Office SBC volunteers, community groups, school clubs, and partner experts in the rollout and implementation of SBC activities, reporting, and capacity building.
E. Knowledge management
i. Institutionalize/share best practices and knowledge learned with Government and other local partners and stakeholders to build capacity.
ii. Monitor/track the use of resources as planned and verify compliance with organizational guidelines, rules and regulations, and standards of ethics and transparency.
About You
- A bachelor’s degree in social and behavioral science, including sociology, anthropology, communication studies/communication for development, psychology, and/or a related field is required.
- A minimum of two years of professional experience in one or more of the following areas is required: social development program planning, communication for development, social and behavior change, public advocacy, or another related area.
- Relevant experience in a UN system agency or organization is considered an asset.
- Excellent communication, personal and social skills and a willingness to be respectful, kind, sensitive, and empathize with all participants and their carers;
- Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions;
- Prepared to live and work in an uncertain security environment;
- Ability and willingness to frequently travel and stay in the field;
- Commitment to and understanding of imagine1day aims, values, and principles;
- Relevant computer software skills (including, at a minimum, the standard applications in MS Office)
- Fluency in Amharic, Af-Somali, and English is an advantage.
