Description of the position
We are looking for a dedicated Livelihood Project Manager to lead our livelihood initiatives in targeted areas. This role is integral to designing and implementing projects that assess and enhance local market opportunities, focusing on sustainable income generation and community resilience. The Project Manager will oversee the operational, financial, and technical aspects of program execution, ensuring alignment with strategic objectives, donor requirements, and Solidarity International standards. Additionally, they will be responsible for guiding a skilled team, monitoring program performance, and collaborating closely with partners, local authorities, and stakeholders.

Diagnosis and project design
- Participate in the preparation and implementation of diagnostics, in particular, support design and implementation of quality market assessment and analysis of livelihood opportunity in targeted locations
- Participate in the design and the financial dimension of the human and logistical livelihood programs to implement
- Prepare the appendixes and technical chapters (of logical framework) of livelihood project proposals
- Implement activities in compliance with the Mission Strategic objectives, Solidarity International technical requirements, and donor requirements
Implementation and operational monitoring
- Plan and oversee the implementation of livelihood program activities that (s)he is responsible for, both on-time and within the set technical specifications, in particular
- Lead on beneficiary selection process
- Develop IGA support strategy and methodology
- Ensure technical quality of IGA training materials and oversee IGA training implementation
- Develop quality IGA implementation follow up tools and oversee activities implementation
- Define a project workplan with the support Departments (administrative, logistics), according to objectives
- Propose and develop indicators for monitoring livelihood program activities and context
- Use management, activity, results, and context monitoring tools
- Respect SI procedures
- Provide support and advice to the logistics base for the purchase of materials specific to livelihood activities
- Assess the relevance of activities, the effectiveness of interventions, and their appropriateness in light of changing circumstances and the needs of populations
- Propose adjustments to programs if necessary
- Ensure the achievement of results of the programs (s)he is responsible for
- Supervise and support livelihood officers, monitor and evaluate implemented activities conducted by the livelihood project team.
- Anticipate the difficulties associated with conducting livelihood activities and help solve problems related to livelihood programs
- Propose program changes according to the changing environment and indicators
- In collaboration with the administrative service, contribute to the development of program budgets and track spending and budget forecasts
- Develop the state of needs and the Treasury requests with livelihood officers
- Work closely with project partners, ensuring appropriate sharing of information and any relevant tools
Capitalization
- Develop capitalization documents respecting SI tools
- Prepare capitalization reports before the end of his/her employment contract, and make them available to those interested in the mission and at headquarters
- Guarantee the dissemination of technical documentation
HRM
- Participate in validating recruitment for the livelihood officers
- Define, in conjunction with the administrative service, the requirements for livelihood officers positions, adapting Job Descriptions to professional guidelines if necessary
- Welcome and brief new employees or volunteers working underneath him/her
- Implement training related to operational livelihood requirements and the identified training needs
- Manage/support the team working for him/her
- Conduct workshops and regular or ad hoc meetings
- Evaluate and assess the performances of his/her team members
- Identify potential changes in members of his/her team(s) and provide feedback to the Head of program
- Ensure his/her team’s compliance with safety regulations
Reporting / communications / representation
- Make known all information on the security situation or any event with a possible consequence on SI activities or team security
- Write reports or appendixes relating to his/her reporting and or funding amendment activities
- Ensure compliance with reporting deadlines and formats
- Maintain a local operational communications network and good relationships with local and governmental authorities, donor representatives, UN agencies, and other international agencies
- Ensure Solidarités International’s representation in the meetings or forums concerning the livelihood program
- Represent SI on request and/or delegation
- Respond to the requirements of Headquarters concerning specific needs
- Prepare administrative paperwork to sign (MOU, hand over, etc ) in conjunction with governmental authorities, communities, or partners
About You
Profile desired
Studies:
- BA degree in related technical field: sociology, economics, development…
Experience:
- 4-5 years related work experience of which 2-3 years of management experience
- Solid experience in designing and facilitating IGA training (small business launch and management). Experience in urban livelihood project and cash-based programming is a plus.
- Experience in writing and budgeting of project proposals preferably for NGOs
Languages:
- English proficiency is essential
- Amharic fluency is essential
- A high level of fluency in Tigrinya is a mandatory requirement for this role
- Other local languages is an asset
Skills and Qualities:
- Project Management Skills: Proven experience in managing projects from design through implementation, with strong organizational and time-management abilities.
- Technical Expertise in Livelihood Programs: In-depth understanding of livelihood development, income-generating activities (IGA), and market-based approaches, especially in humanitarian or development settings.
- Analytical and Problem-Solving Abilities: Strong analytical skills for assessing market opportunities, designing needs-based solutions, and adapting programs based on evolving community needs and project results.
- Financial Acumen: Competence in budgeting, financial tracking, and resource management to oversee program budgets, forecasts, and spending in coordination with finance teams.
- Leadership and Team Management: Demonstrated ability to lead, mentor, and support a team, with a focus on building local staff capacity and fostering a collaborative working environment.
- Interpersonal and Communication Skills: Excellent written and verbal communication skills to interact effectively with diverse stakeholders, from local authorities and partner NGOs to donor representatives.
- Adaptability and Resilience: Capacity to adapt to challenging environments, handle complex situations, and find solutions to obstacles in project execution.
- Commitment to Humanitarian Values: A strong alignment with the values of Solidarity International, demonstrating empathy, integrity, and a commitment to serving vulnerable communities.
