GENERAL MISSION
Reporting to the Inclusive Education Project Manager, the Education Cannot Wait (MYRP-II) Functional Rehabilitation Officers contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where s/he is based. S/he is responsible for implementing his/her project in a target area.
Under the supervision of the Inclusive Education Project Manager, the Education Cannot Wait (MYRP-II) Functional Rehabilitation Officers (2), based in Tigray (1), & Amhara (1)Regions, are responsible for leading, initiating, ensuring, coordinating, and following up of all activities related to physical and functional rehabilitation services (capacity building, medical referral, mapping of service provider outside Physical rehabilitation scope and distribution of mobility aids/devices) to conflict, manmade and natural disaster affected people.
The position holder (Physiotherapist) is expected to coordinate the Social Workers, teachers, and Filed administration of the project in close collaboration among project partners, consortium members, internal referral project beneficiaries as well as external referral for service outside the project scope and consortium partners.
1. Responsibilities
1.1. Project Implementation:
- Prepare/adapt assessment tools and training materials with regard to impairments and physical situation assessment.
- Train partner staff, CSOs & CBOs on assessment tools
- Screenings to identify CwDs and their related needs in primary and pre-primary schools, in collaboration with education authorities, partners and CSOs
- Conduct disability-related service mapping in target areas in collaboration with CSOs
- Initiate and follow up on the procurement of assistive devices for CwDs
- Ensure good communication with partners, CBOs, CSOs, and OPDs
- Facilitate MOU for CBOs for the service they will provide with visual, hearing, and speech impairments
- Support partners and CBOs technically on disability-related activities like screening, on-the-job coaching
- Train teachers and Social Workers on basic identification of CwDs, basic rehabilitation practices, and referral.
- Together with teachers, social workers, and health professionals, referring CwDs for medical care and rehabilitation services for these identified children with disabilities through referral, and provision of mobility aids/devices.
- Based on the assessment, identify the Physical needs of the children with disabilities and specify the type of mobility aids with full specification.
- Fill in the purchase request with detailed information considering the local train condition and the specific needs of children with disabilities. Train Key health staff on fitting mobility devices including wheelchairs, crutches, and other devices to pre-primary and primary school children.
- Ensure good communication with Community-Based Organizations (CBOs) local actors working with Persons with Disabilities, and Organizations of Persons with Disabilities (OPDs) so that these actors support targeted beneficiaries with disabilities in IDP and the host community.
- Conduct assessment for visual, hearing, and speech impairments to be referred to local service providers (private and government-owned).
- Work closely with health facilities/hospitals HI signed MoU and refer persons with disabilities who need special services outside HI’s mandate.
1.2. Quality M&E and Reporting
- Ensure the high quality of activities implemented as indicated in the project proposal development.
- Develop and implement supportive supervision plans for CBOs and partners (CSOs, organizations of persons with disabilities, education bureau/offices).
- Work in close collaboration with the project PM and inclusive Education officer to monitor the project outcome.
- Participate in regular monitoring, midterm, and final evaluation of the project in consultation with the project manager and project partners and documentation and dissemination of lessons learned and good practices to relevant bodies.
- Implement the formalized tools and methods developed within the project framework.
1.3. Coordination and Representation
- Ensure good communication and leasing with partners, consortium members, CBOs, OPDs as well as stakeholders operational in the project area, zonal and regional level working on persons with disabilities and rehabilitation.
- Working in very close collaboration with the Inclusive education Officer inclusive education activities
- Up on delegation by the project manager, representing HI, and attending cluster meetings with NGOs in the regional state.
- In collaboration with the project manager, coordinates meetings to share lessons learned, experiences, and good practices of the project with partners, consortium members, government sector bureaus, and relevant NGOs and advocate for the rights and wellbeing of persons with disabilities.
About You
Qualification: BSc in physiotherapy from a recognized University with at least 4 years of Physical rehabilitation practice.
- Physical and functional rehabilitation experience in a community setting.
- Willingness and ability to work in remote locations.
- Experience in capacity building of partners in the identification of persons with disabilities and referring them to service providers.
- Support service provider to the community-based organization as per signed MoU with the service providers.
- Resilient to stress
- Experienced in Mine Action, victim assistance projects will be advantageous
Knowledge and skill of the local language, Amharic is mandatory.
