TEAM PURPOSE:The Programme Quality Team (PQT) will be accountable for ensuring that program design, management, monitoring, review, evaluation, and reporting processes meet Oxfam Minimum Standards for Programming and CAMSA guidelines. The team will include monitoring and evaluation and ensure compliance with all external and internal (to Oxfam) quality and contractual obligations of Oxfam in Ethiopia may have. PQT will occasionally constitute an Internal Audit Team to assess and rate country compliance with internal standards, systems, and procedures.  JOB PURPOSE: The MEAL Assistant is responsible for supporting the MEAL function in the North program area office including methodological design, preparing data collection tools, lead data collection, data cleaning, and data analysis, and reporting MEAL activities for all Oxfam projects in the field office. S/he will provide MEAL technical support in need assessment, baselines, evaluations, establishing and implanting beneficiary compliance and feedback system, monitoring MEAL activities, and ensuring program quality as per Oxfam program quality standard, Core Humanitarian Standards as well as CAMSA minimum requirements and work closely with the field program teams, Other INGOs, Cluster members, partners, and other local agencies and key line-local Government officials.

KEY RESPONSIBILITIES Specific duties include, but not limited to:Enhance and apply existing knowledge of MEAL principles and practices in day to day functions.Assist in designing and pre-testing data collection with the MEAL coordinator to ensure they capture relevant, consistent and accurate data. Collaborate with program teams to ensure routine data collection as per the MEAL workplan.  Support the planning, recruitment and logistical coordination of  enumerators with technical supervision of MEAL Coordinator, including  writing Terms of References (TORs), preparing literature review packs, planning evaluator itineraries, planning staff workshops, and leading report reviews. Participate in data collection of various activities such as baseline, end line, post-distribution monitoring, need assessment, during distribution monitoring, and any other monitoring data required.Lead and supervise the data collection team at the field level for various field studies.Develop monitoring checklists and conduct joint quarterly field process monitoring, quality assessment, and data validation, provide feedback and recommendations for timely improvement. Assist in conducting physical verification of interventions as needed.In collaboration with the project officers, implement accountability to affected community activities, including the development and use of information sharing materials and the establishment of complaint response mechanisms. This include establishment of accountability mechanisms, provide orientation/awareness on accountability mechanisms including CFRM channels, receive community feedback and complaints, ensuring that complaints are logged and addressed in a professional and timely manner and that serious complaint relating to abuse, exploitation and corruption are referred appropriately.Promote project learning in the project, particularly on issues of project quality.Conduct quality assessments, perform regular data analysis, and compile and share reports on best practices, case studies, and lessons learned. Ensures that necessary reporting components are lined up in advance of report deadlines and Compile and provides analytical output level inputs to program technical reports.
