Action Against Hunger-USA is a global humanitarian organization that takes decisive action against the causes and effects of hunger. We save the lives of malnourished children and we enable entire communities to be free from hunger. With more than 8,000 staff in over 50 countries, our programs reached 17 million people in 2019.
About the Country Program in Ethiopia
Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.
Summary of the Bid
We are currently seeking a qualified consultant to support our Annual Need Assessment.
Nature of the Consultancy: The consultant will be responsible for the following tasks:
- Review and finalize assessment tools following standard guidelines for all agreed indicators.
- Conduct a review and refinement of the Terms of Reference (TOR) and proposed sample size determination.
- Train data collectors and supervisors, oversee data collection, and ensure data quality.
- Manage data cleaning and analysis and prepare the Annual Need Assessment report.
- Present preliminary findings to ACF and relevant stakeholders and develop do-files using Stata Version 18.
Key Responsibilities:
- Develop an inception report and detailed data analysis plan.
- Implement random sampling techniques to select households for assessment.
- Conduct focus group discussions and key informant interviews to gather qualitative insights.
- Facilitate a validation workshop to review findings and recommendations.
- Submit final reports and do-files in the specified format.

- In-depth understanding of the political, social, and economic context of Ethiopia.
- Ability to engage local stakeholders and adapt approaches to local contexts.
- Proven professional ethics and independence in conducting evaluations.
About You
Minimum Requirements
- Profile of Consulting Firm:
- Proven Experience: The firm must have a minimum of five years of experience in conducting multi-sectoral need assessments, particularly in the Ethiopian context.
- Familiarity with Humanitarian and Development Contexts: Experience in working in post-conflict areas or in humanitarian settings is desirable.
- Strong Academic Background: The firm should have a team with advanced degrees (Master’s/PhD) in relevant fields such as Economics, Development Studies, Public Health, or related disciplines.
- Lead Consultant and Team Composition:
- Lead Consultant Qualifications: The lead consultant is expected to possess an advanced degree (Master’s/PhD) in a relevant field.
- Expertise in Relevant Areas: The team should include experts in health, nutrition, WASH (Water, Sanitation, and Hygiene), and protection, with relevant experience in conducting similar assessments.
- Technical Skills:
- Research and Analysis Skills: Ability to conduct both quantitative and qualitative research, including field data collection and analysis.
- Mastery of Monitoring and Evaluation (M&E) Tools: Proficiency in using tools such as Kobo Toolbox, Stata, and other qualitative software for data analysis.
- Communication Skills:
- Excellent Written and Oral Communication: The firm must demonstrate the ability to produce clear, concise, and well-structured reports in English.
