Call for Partnership/Consultancy in the sectors of Coffee & Climate

About the Job

Caritas Switzerland (CACH) is a registered international humanitarian organization that has been supporting various programs in Ethiopia since 1974. With a major focus on climate, income, migration, and humanitarian aid, CACH is seeking to identify a qualified partner / Local Expert Organisation specialised in the sectors of coffee, biodiversity and climate change that can contribute to key deliverables in relation one of CACH’s projects. A technically suitable company will be selected on a competitive basis in accordance with this advertisement as well as with the conditions illustrated in the Terms of Reference (TOR) prepared for a specific set of fist deliverables. 

The call for consultancy and partnership specifically relates to CACH’s uniqueBean project focusing on Bale coffee market system development and household resilience building (for coffee farming families and families living in the buffer zone around the coffee forest more generally). Although the first contract will be taking the form of a consultancy agreement, by means of this advertisement, CACH is generally seeking to identify a suitable partner for potential longer institutional partnership in the above-mentioned sectors.

The objective of the consultancy is to: 

  • Conduct local climate consultations in Bale, Harena Buluk and Delomena woredas as per detailed attached TOR_Climate Consultations

Plus

  • Develop a coffee management framework that ensures sustainability across the coffee production systems (forest/wild; semi-forest; garden; plantation), as well as complying with the European Union Non-Deforestation Regulation (EUNDR) and other market requirements. The framework must include (and may include additional components proposed by the offering party):
    1. Guidance on good management practices across the different coffee production systems;
    2. Coffee plot assessment and accountability tools to classify/delineate farm plots as per different production system; recommend improvement measures; and track the improvement of management practices; and a
    3. Definition of mandatory indicators that need to be collected at farm level to comply with EUNDR (i.e. traceability, non-deforestation, etc. at farm plot level).
    4. In addition, identify and link to existing landscape change monitoring systems for Bale and elaborate, how the project can access the system and data for non-deforestation compliance.

Expected outputs under this second task are: 1) The framework must be developed; and 2) exemplified by means of at least 20 coffee plots (5 per production system, including also different sized below 4 ha and above 4 ha); 3) the project team, GOE and Cooperative/Union representatives must be trained on the management framework, assessment, tracking and traceability components to be able to map further plots and advice/guide further farmers interested in joining the sustainability initiative.

Note: Local Expert Organisation is explicitly requested to present it its offer additional/own ideas and recommend approach and methodology to address the outlined topics convincingly.

  • The Local Expert Organisation, in case the first consultancy is successful, may be consulted directly for certain follow up task related to above assignments and relating to coffee, biodiversity and climate more generally.

About You

Requirements – Interested Local Expert Organisations must fulfil the following criteria to submit their application:

  • Legally registered as a consulting firm; local/international NGO; or research company.
  • Be highly experienced in the coffee sector, linking topics like coffee and biodiversity; Coffee and climate, and have prior experience of at least 8 years in the sectors of coffee, biodiversity and climate change.
  • Be highly knowledgeable about EUNDR requirements and experienced with regards to coffee traceability data collection and system set-up.
  • Possess a proven track record of similar assignments as well as in conducting climate-related studies/research in the coffee sector: and 
  • Possess a proven track-record in effectively translating research findings into practice.

Your Offer –should consist of a technical proposal responding in detail to above outlined tasks, containing a general organisational capacity statement, detailed CVs of the team, a clear outline of roles and responsibilities at team level, a detailed work plan, and at least three similar works/assignments conducted incl. contact details of references. A financial offer with a detailed cost breakdown in ETB.
